Here's an interesting concept. It can't hurt, so sounds like a good idea to me. In the very least it will get people outside and doing some gardening.

Yeah - I guess so... It's probably already done to an extent anyway as long as we keep our backyards and continue to grow things in them which encourage wildlife/animals. Inner city is probably where the dead zones are mostly, so the key would be to resist turning the outer suburbs into concrete, but there's a lot of pressure to do just that as our cities fill up.
