Df actually like water but must have good drainage otherwise the base will easily rot.
They can also survive fine in dry conditions (being a cactus) but to get good fruit and growth water at least twice a week in pots and about once a week in ground (depending on the conditions).

Ideally you want to train your df vine straight up to about 6 feet high then encourage offshoots. Along the way, cuttings can be used to make new plants

Some people leave the cutting to dry out over several days before planting as they say it helps striking but I don't see how it can make any difference so I just bung it in a pot with good cutting mix and let it go.
You can also grow dragon fruit from seed. Just keep them moist and when they germinate transfer them to individual containers.
